D. CITIZEN APPEARANCES » - The City Council invites citizens to address the Council on any topic not already scheduled for Public Hearing. Citizens wishing to speak should complete a "Citizen Comment Card" and present it to the City Secretary or return to the Ambassador table prior to the meeting. Speakers are limited to 3 minutes. In accordance with the Texas Open Meetings Act, the City Council cannot take action on items not listed on the agenda. However, your concerns may be addressed by City Staff, placed on a future agenda, or responded to by some other course. Citizens not attending in person, but who wish to address the City Council during Citizen Appearances or during a Public Hearing, must submit their request to appear virtually via email to: citizencomments@desototexas.gov. Virtual appearance requests regarding this agenda must be received by 4:30pm on Tuesday, July 20, 2021. The email must contain the person's name, city of residence, phone number and the agenda item(s) for which comments will be made.
