1. Conduct a Public Hearing and consider an Ordinance for a Zoning Case Z-1450-21 with zoning of General Retail (GR) to allow for a Safety Training school by a Special Use Permit-297 (SUP-297). The property is located on 511 S. Interstate 35 E and consists of 4.52 acres. Applicant: Robert J. Guinee Jr. and Property Owner: Sylvia Sanchez

Conduct a Public Hearing and consider an Ordinance to amend Section 10.4 “Public Hearing and Notice” by adding additional requirements for courtesy notifications to property owners between 200 feet and 300 feet of a proposed zoning change; Section 36 “Use Chart” by adding and revising uses; Section 43 Supplemental Regulations by adding regulations for Smoking Paraphernalia Establishments, Electronic Cigarette Establishments, and Small Discount Variety Stores; and Appendix A-3 “Definitions” by adding definitions for Electronic Cigarette Establishments, Electronic or Digital Smoking Device, and Small Discount Variety Stores, and by revising definitions of Retail Tobacco Shop, Smoking Paraphernalia Establishment, Accessory Retail or Service (Incidental in Office districts) and Retail or Service, Incidental of the Zoning Ordinance.
1. Consider authorizing the DeSoto Development Corporation to negotiate and execute a restated and amended Incentive Agreement between the DeSoto Development Corporation and Global Industrial Distribution Inc. as approved by the DeSoto Development Corporation Board on September 27, 2021
2. Consider directing the City Manager to allocate American Rescue Plan Act Funding for Coronavirus State and Local Fiscal Recovery Funds to the following pandemic relief and infrastructure programs in accordance with U.S. Department of Treasury guidelines and to amend the FY 2022 Budget in accordance with these amounts: Westmoreland and Hampton Road Pump Stations Electrical Reliability Project ($3 million) Stormwater Sewer and Conveyance System Upgrades Project ($1 million) Student Tutoring Program ($1 million) Premium Pay for Essential Workers ($2 million) Gunshot Detection Technology Project ($300,000)
